IDIQ Capture Program Manager

Artel is seeking an Indefinite Delivery/Indefinite Quantity Contract (IDIQ) Development and proposal lead. The IDIQ lead will work closely with the company’s Business Unit Leaders to implement an IDIQ strategy that aligns with the organization’s business development strategy. Traditionally focused on Satellite and terrestrial connectivity services we are also expanding into a managed service integrator and software development organization.

IDIQ Management Responsibilities:

  • Develop IDIQ pursuits for growth of business collaborating with existing Task Order sales & engineering teams
  • Engage with new and existing US Government clients for long-term growth in support of Artel portfolio and access to new and follow-on contract vehicles
  • Provide IDIQ technology, contractual, and pricing requirement assessments to executive, proposal, and engineering teams for response development
  • Develop & propose budgets for review and approval by company management that use pre-approved pricing tools and policies to implement the company’s IDIQ strategy
  • Manage program data to ensure the company is capturing and reporting accurate data about program performance
  • Develop and maintain professional relationships with contract personnel to promote company interests, ensure client satisfaction with work, and ensure deliverables meet contract requirements and schedules
  • Serve as client point of contact for IDIQ proposal submissions and feedback
  • Attend client meetings virtually or in-person (as needed) and escalate any potential issues to company management
  • Perform other duties as assigned

Other Proposal Response and IDIQ Support:

  • Assist the company with input for marketing, development of proposal templates, and marketing plan management, and implementing a business development response process for IDIQ bids
  • Work with existing business units to develop IDIQ past performance requirements to assess with Satellite, Terrestrial, and any other Artel Business units contributing to overall Task Order pursuit in support of IDIQ vision
  • Support Task Order response and submission efforts during periods of high volume, which may include reviewing proposals, assisting with data calls, or supporting writing development to include contribution when necessary
  • Develop and manage standardized tools, templates, and processes to improve the company’s ability to respond to IDIQ or short-deadline requests for technical personnel
  • Proof of vaccination required
  • Perform other duties as assigned

Qualifications:

  • Minimum of 10 years’ experience working with DISA, DITCO, and other US Government or NATO acquisition offices
  • Knowledge and experience with responding to requests for task order proposals under indefinite duration/indefinite quantity-type (IDIQ) contracts
  • Strong interpersonal, organizational, and document management skills
  • Proficiency with Microsoft Office software with ability to effectively use Excel
  • Impeccable follow-through and commitment to quality service
  • Independent thinking and problem-solving skills
