FEMA Case Study #1: Disaster Response Capabilities
The Federal Emergency Management Agency (FEMA) needed a partner to support its core mission of rapidly responding to a variety of crisis scenarios that directly affect the functioning and survivability of our Nation’s people and/or critical resources. For more than 10 years, Artel supported FEMA’s mission-critical systems that required technical expertise and rapid response for emergency, disaster, and post-disaster efforts. We deployed and commissioned communications and IT systems at Joint Field Offices (JFOs) to reconstitute communications infrastructure after both natural and man-made disasters.
During the period of performance, Artel responded to more than 400 disasters, including Hurricane Katrina, typhoons in Guam and the Marianas, and tornadoes and floods in the U.S. covering states from Mississippi to Maine. Our personnel deployed, installed, operated, and maintained communications systems supporting a regular base of 17,000 users, which expanded to as many as 60,000 users and more than 500 file servers during emergency operations.

FEMA Case Study #2: Logistics Support
While Artel was engaged with FEMA, the Agency requested technical and O&M support for its Logistic Information Management Systems (LIMS). Artel provided systems administration, operation, maintenance, modification, data analysis, and other technical support functions to ensure FEMA mission readiness.
During the program, the Government decided to consolidate a number of stand-alone units from various server rooms into a single data center at Mount Weather, VA. Artel migrated 113 servers, 44 peripheral devices, 35 server racks and accessories, and miles of cables well within the scheduled timeframe.
Charles Estep, FEMA Systems Management Supervisor, wrote to our program lead, “Your expertise as a systems manager was crucial to meeting the aggressive timeline for completion of this project and showed beneficial as there were many instances we needed to ‘think on our feet’ during the various server migrations.
