Enterprise Bandwidth Management Services
Artel’s Satellite Communications Business Unit has been a trusted and proven satellite service provider to the Department of Defense (DoD) for almost 20 years, mainly via the Defense Satellite Transmission Services-Global (DSTS-G) and Future COMSATCOM Services Acquisition (FCSA) programs. Throughout this timeframe, Artel has supported our DoD customers with approximately 6000 MHz of C-, X-, Ku-, and Ka-bandwidth on 60 commercial satellites during its peak.

Artel currently manages approximately 2.5 GHz of commercial SATCOM transponded capacity for our DoD customers via the FCSA contract vehicle, with full transponder delivery on more than 90 percent of available commercial satellite operators’ fleet assets worldwide. By procuring required capacity across multiple satellite operator fleets, regardless of operator bias, Artel can focus on delivering the most cost-effective solutions to our Government customers.

Our Enterprise Bandwidth Management Services include:

  • Network design incorporating rigorous requirements analysis and engineering processes to ensure the fielding of validated and compliant network solutions

Case Study — Infrastructure Modernization

The Social Security Agency (SSA) tasked Artel with modernizing its core SATCOM infrastructure, which includes an agency-owned Interactive Video Teletraining network, Visual Communications Control Center (VCCC), and the Social Security Television network, collectively referred to as Satellite Communications Services (SCS). SCS serves more than 62,000 employees at more than 1,600 locations nationwide. Artel is responsible for operations and maintenance of the entire infrastructure, which includes the satellite uplink, downlink locations in Alaska, Hawaii, Puerto Rico, and the U.S. Virgin Islands, satellite transponder airtime, and the VCCC support desk. When we began the project, the satellite modulator – a key component of SCS – had reached its end of life. Further, the SSA was using a proprietary process for switching between redundant modulators. Artel installed a new modulator as well as standard commercial switching technology, which significantly reduced SCS operating costs. Artel also implemented a customized monitoring and control system that could support both the newer portion of the infrastructure as well as the existing portion. As a result, the SSA reduced its control room footprint by three full racks of equipment. In addition to delivering major cost savings, this technology upgrade improved system performance by 42 percent – all without interrupting ongoing SCS operations.

Purpose-Built, MilSpec Payload Design Services
As a member of the Other Transactions Authority (OTA) Space Enterprise Consortium, Artel shares the Government’s focus on the design, development, and delivery of SATCOM solutions to meet the Air Force Space Command’s (AFSPC) future requirements. We currently support the U.S. Air Force (USAF) on its COMSATCOM Pathfinder #2 contract, on which we are responsible for the design, manufacturing, pre-launch activities, and in-orbit testing of a pre-launch transponder. The transponder will have a life expectancy of 15 years and will be available for use by the end of 2022. The Artel Team will provide qualified support personnel, facilities, equipment, systems, and software to deliver the contracted capacity over the life of the spacecraft.

Artel’s Payload Design Services provide our Government customers with:

  • Delivery of future capabilities aligned to AFSPC specifications through development of CNSSP12-compliant payloads
  • The cost efficiencies of payload ownership over time versus short-team leasing agreements
  • Disaggregated, purpose-built architectures to ensure resiliency in space

Case Study — Pathfinder 2

The USAF awarded Artel its Commercial Satellite Communications (COMSATCOM) Pathfinder #2 contract (PF2). PF2 calls for one or more full Fixed Satellite Service (FSS) Ku-Band transponder(s) with contiguous United States coverage on a pre-launch satellite. In total, the transponder(s) will comprise at least 72 MHz of bandwidth, with each transponder providing at least 36 MHz of contiguous bandwidth. In response to PF2, Artel assembled a team to include satellite operator Hispasat and satellite bandwidth provider and hosted payload development expert Hunter Communications. The Artel Team created an innovative solution that uses the spectrum of three existing transponders on the Amazonas-2 satellite to form a single 108-MHz transponder on its replacement Amazonas-6, significantly enhancing the value to the Air Force. In addition, the transponder will comply with Government-specified enhancements related to heightened security requirements. The transponder will have a life expectancy of 15 years and will be available for use by the end of 2022.

Artel evaluates availability in multiple space segments and coverage specifications, determining which satellite providers offer the best solution for individual requirements. We also examine the feasibility, costs, and benefits of implementation. Evaluating multiple satellite and earth station providers enables us to review pricing and technical capabilities and develop optimal, cost-effective solutions that use existing customer capabilities, facilities, and infrastructure.

Our satellite experts evaluate all commercial satellite providers based on space segment capacities. Turnkey Earth Station Antenna Design & Integration
Artel maintains strategic relationships with industry-leading providers of satellite services to address the full range of enterprise network design requirements. Combining our institutional knowledge with the capabilities of our partners, Artel’s services in this area include gateway antenna design; systems engineering; systems building; systems integration; project management; and logistics. We have used our expertise to design and build communications architectures connecting Warfighters between various locations for mission-critical operations.

Our specific Turnkey Earth Station Antenna Design and Integration experience includes the following:

  • Johannesburg, South Africa: Artel provided a turn-key Gateway Earth Station design for Boeing to support the Inmarsat Global Xpress network. The project included a 9.4m Ka-band Earth Station located in Johannesburg, South Africa. Artel led all Project Management (PM) activities, including antenna design, build, integration, and logistical support.
  • Palmer Earth Station, Antarctica: In 2002, Artel won a task order to support the National Science Foundation’s (NSF) United States Antarctica Program (USAP) with the development of a new Earth Station (ES) antenna system located at Palmer Station, Antarctica. This turnkey design included a radome-enclosed 4.9m C-band Gateway Antenna System, including the necessary communications architecture to connect operations from the Palmer Station location to USAP headquarters in the United States. Artel led all PM activities, including antenna design, build, integration, operational verification testing, and support.
  • Fort Bragg, North Carolina: Artel was selected to develop a turnkey Gateway Earth Station design for the United States Special Operations Command (USSOCOM) located at Fort Bragg, North Carolina. The project required the design of a dual 3.8m C/Ku-band Gateway Antenna System, including the necessary communications architecture to connect to mission-critical warfighter operations. Artel led all PM activities, including antenna design, build, integration, operational verification testing, and support.
